Law Enforcement
The Restoration Center was opened in 2008 with a simple mission: provide a one-stop shop to treat those in crisis so they could stay out of jails and emergency rooms. Since its creation, CHCS has diverted over 100,000 Bexar County residents from emergency rooms and jail cells into treatment programs, saving taxpayers over $96 million.
Within the last few years, the Restoration Center has made tremendous efforts towards the speed and delivery of services for law enforcement officers in our community. We’ve made number of improvements to assist law enforcement officers with prisoners and people in crisis on an ED needing medical attention. Each month, over 1,400 people are diverted and connected to quality care in an effort to reduce arrests and emergency room visits.
Our goal for law enforcement is to provide fast service delivery in order to take the individual, inebriant or ED off their hands, or provide medical attention to the prisoner so officers can get in and out and back into service quickly. If you have an intoxicated person on your hands, an emergency detention, or an injured prisoner who needs medical attention, bring them here!
The Restoration Center Cannot Take:
- Violent individuals
- Juveniles
- People who are seriously injured or suspected of an overdose – EMS needs to transport them to the nearest emergency room.

The Restoration Center houses programs that can help people regain control of their sobriety and transform lives by offering safe and effective substance use treatment, short-term residential assistance and long-term integrated physical and mental health support.

Crisis Care Center
24-hour assessment and intervention services addressing psychiatric crisis resulting in crisis resolution, extended observation and coordination into alternative care.
CHCS is law enforcement’s first choice for diverting people with behavioral health needs from costly incarcerations and emergency room visits. Mental health warrant application assistance is provided. Walk-ins welcome.
Minor Medical Clinic
The Clinic provides 24-hour, minor medical clearance for crisis and detoxification programs in addition to immediate access for law enforcement to obtain medical clearance and treatment for people detained and injured during the apprehension process.
Substance Use Public Sobering Unit
The jail diversion program offers a treatment alternative in lieu of arrest to public intoxicants by providing a medically safe environment utilizing motivational interviewing techniques to engage the individual and offer direct access to treatment.
